The PSARA license is a compulsory requirement for everyone who wants to start a security agency in India.

How to Apply for a PSARA License in India?

Step 1 - Gather all the Necessary Documents

To apply for this license, the security agency needs to gather all the necessary documents and submit them with their application form.

These documents are as follows:

Business PAN Card (In case of Pvt. Ltd., OPC or LLP)
GST Registration Certificate
Provident Fund Registration Certificate
ESIC (Employees State Insurance Corporation) Registration
Shops and Commercial Establishments Act Registration Certificate
Labor Act Registration
Identity Proof of the Directors and the Employees
Copies of the Income Tax Returns of the Directors
Passport-size Photographs of the Directors
Address Proof of the Agency Office
Affidavit as under Section 7 (2) of PSARA, 2005
Security Training Certificate
Certificate of Incorporation (COI)
Signed Memorandum of Understanding (MOU) with the Training Institute

Step 2 - Sign the Memorandum of Understanding (MOU) with a Training Institute

Before applying for the PSARA license, you must sign an MOU with a government-recognised training centre to train its executives and security personnel.

Accordingly, you must ensure that the security personnel you employ have proper training.

For security guards, the PSARA has certain standards to take into consideration.

Moreover, a qualified manager should be hired to control and supervise the work of the security guards.

In most cases, candidates for the position of manager are given preference if they have at least three years of Army or Navy experience.

Step 3 - File the Application and Pay the Required Fees

Once you have all the documents and MOU, it's time for filling out the application.

Government Fees to Register for a PSARA License in India

To provide security service in 1 District - Rs. 5,000/-
To provide security service in 2-5 Districts - Rs. 10,000/-

Training Cost

This involves two fees. The first is against the MOU that you will enter for the training and the second is for the training itself.

Out-of-Pocket Fee

As the PSARA license concerns multiple government authorities and several police stations, some out-of-pocket expenses are required for traveling, lodging, follow-up and objection removal.

Step 4 - Successful Police Verification

In order to apply for a PSARA License, the Security Agency must undergo a Police Verification.

This is mandatory in India and it ensures that the applicant is not a criminal or has any criminal records.

For this purpose, the applicant must submit Form-I in order to request a police verification.

Also, separate applications must be submitted for each director or partner if the applicant is a company, firm, or group of people.

After successful verification, the police department will issue a NOC (No Objection Certificate). It has to be duly submitted along with the application.

Step 5 - Download the Certificate

Now it is completely in the hands of the government authority whether they accept or reject the application.

Roughly, it takes around 60 days for the grant of a PSARA License after the date of filing.

Step 6 - Appoint a Supervisor

When you get the PSARA License, there are certain regulations you must abide by.

One of which is appointing a supervisor. They will be responsible to oversee the activities in your company and also report them to the authority regularly.

The supervisor must have three years of work experience in the army or navy.
